At the time EBMUD built its Lafayette

emergency use if the aqueduct supply should be interrupted. Later,
land under the dam was discovered to be unstable, and the dam was lowered
and widened. The reservoir is unusual in that its water level remains
almost constant at 456 ft elevation so long as the aqueduct is functioning.

Reservoir created in 1875 by Anthony
Chabot's damming of San Leandro
Creek. Employing techniques he learned as a hydraulic engineer in the
gold fields, Chabot used water cannons to wash huge quantities of earth from
surrounding hillsides into the creekbed. Chinese laborers helped smooth the
dam, and 200 wild horses were driven back and forth to tamp down the earth.
Originally called San Leandro Reservoir (hence the name of the
Upper San Leandro Reservoir),
it today is part of the East Bay Municipal Utility
District, but is saved for emergency water supply. The stable shoreline
provides a much richer ecosystem than is present in most reservoirs. The
reservoir was leased to the East Bay Regional Park
District in 1966 and is now a part of
Chabot Regional Park.

Lake
Merritt
DeLorme Northern California
p.104 B-3. Thomas 1997
p.649 H-4.
In 1869, Oakland Mayor Samuel Merritt completed
a dam and bridge across San Antonio
Slough at 12th St, replacing the earlier toll bridge. Merritt had for
about 15 years been buying up the marshy land around the slough, so he did
very well on his real estate investment. Although officially named Lake Peralta,
the lake soon became popularly known as Merritt's Lake, later Lake Merritt,
and the name eventually became the official one. The lake soon was surrounded
by expensive houses (after the sewage problem was solved), but the city purchased
the land gradually over the years and established a belt of parkland all
around the lake (though it is very narrow in many places). The slough south
of the dam has been filled except for a narrow channel, and it has been necessary
to add pumps to prevent flooding after heavy rains. The lake still is subject
to tidal action, and its water varies from saltwater to about half freshwater
depending upon the amount of recent rain (and subsequent inflow from storm
drains). The "Necklace of Lights" around the lake was created in the 1930s,
then discontinued in 1942 as a wartime economy and blackout measure. Over
the years, the physical system was badly deteriorated. In 1988 the Necklace
of Lights was restored and continues to provide a lovely spectacle each night.
Despite the attractive water and a nice beach in
Sunny Cove, swimming in Lake Merritt has
been outlawed from the beginning, primarily because of pollution.

Lake Merritt
Waterfowl Refuge
Just after Lake Merritt was created in 1869,
Samuel Merritt convinced the California legislature to outlaw hunting on
and around the lake, making it the first waterfowl refuge in the United States
(the first national park, at Yellowstone, was not created until 1872). Rumor
has it that Merritt was not so much concerned about the welfare of the waterfowl
as he was about the value of his property development around the lake, where
rich residents objected to having poor people from the town hunting dinner
in their backyards. In 1909, the city of Oakland
completed its acquisition of land all around the lake and began its development
of Lakeside Park. In 1915, some oil-soaked birds
were brought in from the estuary needing special care, and a program of daily
bird feedings was begun at the lake to encourage ducks to stay in the relatively
safe waters of the lake (the daily feedings continue to this day). Sometime
after this, the city of Oakland hired Paul Covell as a naturalist, and
responsibility for the refuge was transferred from the state to the city.
The refuge continues to be administered by city naturalists based in the
Rotary Nature Center near Bellevue
Ave & Perkins St.

into the slough to trade with the Mexicans for hides, tallow, and lumber.

spot for people from San Francisco as well as the East Bay (easily reached
by boat in those days). The area above Grand Ave was also owned by Adams
and was developed in the early 1900s.

the early 1940s, the UC Radiation Laboratory ("Rad Lab") was a major center

Today it engages in a wide range of research and educational activities,

Livermore National Laboratory
DeLorme Northern California
p.106 C-1 (as "Lawrence Radiation Lab").
Thomas 1997 p.696 F-7.
Created by the Atomic Energy Commission in 1952 as the Livermore branch of
the University of California Radiation Laboratory. Ernest Lawrence, founder
of the Berkeley lab, urged the AEC to create the Livermore facility to diversify
the nation's nuclear weapons research and create competition between the
staffs of the two laboratories. Lawrence chose Edward Teller, a physicist
at the Los Alamos nuclear weapons lab, to oversee creation of the new facility,
and later chose Herbert York (only 3 years out of grad school) to head the
Livermore lab. Although owned by the federal government, the lab has always
been operated by the University of California
- Berkeley. The lab originally had four major divisions: a program in
magnetic fusion (Project Sherwood), a program in testing and evaluating nuclear
weapons, a program in thermonuclear weapons (the "hydrogen bomb"), and a
program in basic physics. Lawrence emphasized teamwork among a variety of
scientific and engineering disciplines, aimed at accomplishing a particular
mission. Over subsequent years, the lab has diversified into a wide range
of research including laser fusion, innovative types of "power plants,"
biomedicine, and environmental science.
